EDF Hinkley Point C

The first new nuclear power station to be built in the UK in over 20 years; Hinkley Point C in Somerset will provide low-carbon electricity for around 6 million homes, create thousands of jobs and bring lasting benefits to the UK economy.

THE CHALLENGE

The engineering scope for the project is delivered by teams across the globe and managed and coordinated by the Engineering Command Centre in France and the UK.

As the project moved into main construction, the need for clarity and visibility of engineering performance data was critical to ensure that the works at site could be effectively planned, managed and coordinated.

It was recognised by the client that a more robust project controls organisation was needed to support this and Blueprint were engaged to develop the arrangements and the team to support.

THE SOLUTION

Blueprint provided a Project Controls Manager to lead the Engineering project controls activities and to put in place a team to provide this service.  The first step was to understand the scope, the organisational interfaces and the delivery model and to work with the key stakeholders to identify the requirements.

Key activities included:

  • Blueprint project controls team identified and embedded into the Engineering programme to provide Planning, Change Management, Performance Reporting and project controls oversight for the programme

  • Project Controls Improvement Plan developed and implemented

  • Establishment of weekly and monthly reporting and dashboards

  • Earned Value Management established to monitor and assess performance

  • Alignment of contract change, project change and risk management processes

  • Established drumbeat of performance reviews

THE RESULT

The key benefits realised were as follows:

  • Greater visibility of performance data to enable proactive management decisions to be made in a timely manner

  • Greater stakeholder confidence in delivery

  • More robust management of change helped minimise any potential impacts to cost and schedule

  • Improved management and coordination of schedule interfaces with other areas of the project

  • Improved clarity provided the team with more time to focus on delivery
